The Procuring Waste Management Services Toolkit is aimed at making the procurement process as smooth as possible; minimising the potential of long delays; avoiding common pitfalls; and, importantly, in the present economic climate, reducing expenditure on the procurement and the service contracted.
It aims to support local authority officers and provides information to structure waste management and public-realm service and infrastructure contracts so that they are attractive to the market, commercially viable to the contractor and affordable to the local authority.
The toolkit outlines the activities local authorities need to consider to ensure that the procurement process they undertake to select a supplier (and partner):
