Steven is an articulate, intelligent and confident professional who enjoys challenges and responsibility. He is an approachable individual, who possesses excellent interpersonal skills, which allow him to adapt to various situations in an effective, assertive and professional manner.

His greatest wealth of knowledge comes from his experience in delivering Public Realm (waste, recycling, cleansing and grounds) Services. Steve is a Chartered Resource Manager and member of the Institute of Groundsmanship with over 39 years’ experience, He spent 21 years of that time working within Local Government at senior management level covering all Public Realm Services including: waste management, recycling, material recovery facility management, street cleansing, grounds maintenance, fleet management, transport services, street scene (built environment), leisure contracts, building maintenance and building cleansing.

Steve has spent the past 18 years working for the private sector in both consultancy and environmental service delivery, regularly managing and working within complex teams. He is was often called upon to act as an expert and critical friend in dispute resolution and further called on to advise on complex sustainable procurement projects dealing with TUPE issues, including financial/expenditure modelling, contract evaluation and contract awards which can include contract implementation/management and mobilisation.

  • Track record of procuring Waste, Cleansing, Grounds Maintenance and Fleet Services using EU procurement procedures using: open, restricted, competitive dialogue and negotiated procedures, with a total contract value of circa .93 billion GBP.
  • Author of technical specifications for waste, cleansing and grounds maintenance and associated services contracts, including the specifications for vehicles, plant and equipment both for the UK and European markets.
  • Experienced evaluator of public realm tender submissions.
  • Contract benchmarking for financial performance with service review values of circa 750 million GPB.
  • Service efficiency reviews, including acting as critical friend to a value of circa 100 million GPB.
  • Extensive local authority Public Realm Services operational service provision experience.
  • Acting as an expert in dispute resolution.
  • Fleet procurement and workshop maintenance review expert.
  • Experience of contract mobilisation and service handover as a service provider (Local Authority DSO) and as a Client Manager.
