Steven is a Chartered Waste Manager and member of the Institute of Groundsmanship with over 36 years’ experience and 21 years of that period working within Local Government at senior management level covering all Public Realm Services including:
- waste management
- material recovery facility management
- street cleansing
- grounds maintenance
- fleet management
- transport services, street scene (built environment)
- leisure contracts
- building maintenance and building cleansing.
Steven has spent the last 15 years working for the private sector in consultancy regularly managing and working within complex teams. Steven is often called upon to act as an expert and critical friend in dispute resolution.
He’s an expert advisor in planning and managing complex procurements (Open, Restricted, Competitive Dialogue and Negotiated procedures) including the construction of ‘dummy bids/ghost bids’.
Steven is called on to advice on TUPE issues, including financial/expenditure modelling, contract evaluation and contract awards which can include contract implementation/management and mobilisation.
