Richard is a Chartered Environmentalist and Chartered Resource & Waste Manager with seven years’ experience providing solutions to UK and international clients managing difficult waste streams including construction, industrial and hazardous wastes. His experience comprises environmental permitting and regulatory compliance, environmental impact assessment from planned developments and developing waste strategies.
For major industrial and residential developments, he has developed waste management strategies to ensure efficient use of resources and promote circular economy principles at an early stage in a project’s lifecycle. He was a key technical advisor during the development of the waste strategy for Teesworks, the UK’s largest industrial zone, and worked on the hazardous waste strategy for a municipality in the Middle East considering treatment technologies for increasingly important waste streams such as batteries and waste electricals.
He has prepared bespoke permit applications on behalf of private sector clients involving early engagement with the environmental regulator and finding solutions that balance project demands with environmental risk. For example, he recently produced an application to add permitted activities to one of Europe’s largest food and drinks manufacturing sites. His permitting experience also includes a secondment in the Environment Agency’s permitting team, assessing the compliance of landfill operator’s environmental performance against their permit conditions.
In terms of planning applications, he has assessed the impact of waste generated by infrastructure projects on local waste arisings & waste infrastructure capacity and identified mitigation measures to either avoid negative impacts or minimise them as far as reasonably possible. For instance, he was the resources and waste lead and expert witness for Highways England’s Development Consent Order for major improvement works on the M25 junction 10 and A3 interchange.
