Brian is a fellow of the Chartered Institution of Wastes Management (CIWM), Chartered Environmentalist and is an ISWA International Waste Manager. Brian is responsible for project direction and management, business development and technical delivery across a range of resource efficiency areas for Ricardo Energy and Environment.
He has a background in strategy policy and operational management at a senior level within local government. This has included managing street cleansing services, trade, household and bulky collections, public conveniences, the operation of Household Waste Recycling Services (HWRCs). He is a registered expert advisor to the national Assembly of Wales.
Brian has extensive experience of contract preparation from the early days of Compulsory Competitive Tendering right through to present day Competition with Negotiation for operational, treatment and marketing services. He has been the Project Director on a number of award winning multi-million-pound procurement projects from waste collections, transfer stations, Household Waste Recycling Centres, MRF’s and waste transport right through to 'Design, Build, Finance and Operate' contracts for treatment facilities. He has organised bidders days, prepared contract notices, technical specifications, performance frameworks, method statement templates, pricing schedules and evaluation methodologies. He has participated in dialogue and bidder de briefing meetings.
As a Project Director he has ensured the highest technical excellence within the team delivering the project seeking regular feedback from the clients on the quality of the team’s performance, technical solutions and delivery
Brian has also developed a range of procurement template documents for WRAP and Zero Waste Scotland' and developed good practice guidance’ for procurement of waste management services for the Further Education and Higher Education sector in Scotland.
Brian has also delivered workshops on procurement for the public, private and academic sectors
