Mahmoud is the Business Manager for Heat Decarbonisation Business and the Middle East Business Manager in Ricardo Energy & Environment and has proven extensive knowledge and understanding of the Middle Eastern context. He leads a team of approximately 30 specialists and senior consultants providing consultancy support both nationally and internationally on energy, climate change (adaptation and mitigation), stakeholder engagement and capacity building and knowledge transfer.
He has over 30 years of practical experience of energy use in industry and buildings and associated emissions, energy efficiency (demand and supply sides) and an in-depth knowledge of conventional and renewable technologies and applications, policies, fiscal incentives and mechanisms, development of programmes for supporting renewable energy and energy efficiency. He has worked extensively on investment financing, support measures and public subsidy schemes.
Mahmoud has been responsible for the delivery of projects in Palestine, Jordan, Lebanon, Egypt and Saudi Arabia. He led and is currently leading multiple climate policy advisory projects in Jordan and Palestine, covering the development of NDC, NAP, INCR, Market Based Instruments (MBIs) to deliver climate change adaptation and mitigation NDC implementation plans, Long-Term Low Carbon Development Strategy, NDC cost Benefit Analysis and the development of national MRV system.
Mahmoud has over 30 years of practical experience of energy use in industry and buildings, with an in depth knowledge of low carbon and renewable technologies, applications and Government Policies. Over this time, he has developed a good knowledge of energy markets reforms and policies and gained experience in dealing with developers, Energy Services companies as well as Government Departments and their agencies, local authorities and other public sector organisations.
