Supporting countries to implement the Paris Agreement and prepare for enhanced ambition

At the UNFCCC annual negotiations held this December in Poland, nations of the world will meet to advance the aims of the Paris Agreement and to agree the detailed rules for its implementation.  Given the stark conclusions of the recent IPCC Special Report on 1.5 Degrees, a key issue at COP24 will be how to increase the ambition shown by countries in their climate pledges, or nationally determined contributions (NDCs), which need to be updated no later than February 2020 (read more on updating NDCs).  

During this year's COP, in addition to taking part in negotiations around transparency, Ricardo experts will be participating in a wide range of events and activities:

Since COP23 in Bonn last year, Ricardo has continued to support a wide variety of countries in the implementation of their NDCs using our multidisciplinary teams to deliver a range of climate change projects. The map below shows some examples of the locations and work that we have delivered over the last year:

Ricardo Project Summaries

1. Interim support to Nepal Renewable Energy Framework

This project built on Ricardo's work in previous years to design the Nepal Renewable Energy Programme. Ricardo facilitated joint engagement of the Government of Nepal and development partners to secure buy-in and commitment on governance, coordination and management arrangements for the National Renewable Energy Framework. 

3. Study to support the Evaluation of the EU Adaptation Strategy

Ricardo carried out a review of the EU Adaptation Strategy, which included reporting on the experience gained and lessons learnt by Member States, drawing conclusions on how the Strategy had been implemented and exploring the potential for improvement or revisions of the Strategy’s objectives.

5. Sectoral studies for implementation of Carbon Pricing Instruments in Brazil

Ricardo is assessing international experience in relation to the design and implementation of carbon pricing instruments (carbon tax or emissions trading systems) in the electricity, fuels, agriculture and industry sectors.

7. Kyrgyz Republic: Methodological and Institutional Strengthening for Greenhouse Gas Inventory

Ricardo is supporting the development of a national climate change MRV system for priority sectors under the country's NDC and building capacity on GHG inventories

9. Review, improvement and implementation of a MRV system for mitigation actions in Self-Supply Renewable Energies in Chile

Ricardo experts are contributing towards the further development of a robust MRV system for the self-supply renewable energies Nationally Appropriate Mitigation Actions (NAMAs), by reviewing and improving the draft methodology, proposing a verification process for renewable energy projects for self-consumption and implementing the GHG accounting methodology.

2. ​Development of GHG emissions inventory and low carbon scenario analyses for waterway transport in Bangladesh

This project helped strengthen the alignment between national transport policies, sector plans and the country’s NDC by developing a more robust bottom-up GHG inventory for the inland waterways sector. We also reviewed technological and behavioural mitigation options, and built capacity in key institutions such as the Department of Shipping. 

4. Impacts of carbon pricing instruments on national economy and contribution to the NDC in Thailand

Ricardo is providing recommendations on the suitable policy options for carbon pricing instruments to support Thailand in achieving its NDC mitigation goals, and evaluating the policy and economic impacts of a carbon price on stakeholders.

6. System for MRV of support in Lebanon

Ricardo designed a system for the MRV of support (climate finance, capacity building and technology transfer) for Lebanon. The system helps Lebanon to track support flows intended for the implementation of its NDC.

8. Viet Nam MRV portal

Ricardo designed, developed and piloted an IT-based platform for the management and sharing of data, information and knowledge on MRV. It also considered how such a system could support the implementation and tracking of Viet Nam’s NDC targets.

10. Cities Matter: Capacity building in sub-Saharan African megacities for transformational climate change mitigation

Sub-national activity will be key to delivering the Paris Agreement, and cities around the world are increasingly active in their commitment and action to address climate change. Sub-Saharan Africa is urbanising faster than any other region in the world. Therefore, there is a narrow window of opportunity to avoid high carbon ‘lock-in’ and to support climate-resilient development by factoring climate change into long-term investments and planning decisions.

In this project, Ricardo is working with nine cities in six countries in sub-Saharan Africa (Nairobi, Accra, Lagos, Dar es Salaam, Cape Town, Tshwane, Durban, Johannesburg and Addis Ababa). The project will build capacity within local government, and develop common tools and frameworks to enable action planning for long-term transformational low carbon development, consistent with limiting global temperature rise to 1.5°C and achieving sustainable development goals. Ricardo is providing tailored technical assistance and practical support to the cities, working with them over the next 3 years to develop transformational, robust and evidence-based, long-term climate action plans.
