Stakeholder engagement and consultation

Stakeholders are all groups that are important to your organisation or what it is trying to achieve. They can include internal groups (staff, shareholders, etc.) and external groups (pressure/community groups, the media, other public or provide sector organisations or departments such as planning or regulators etc.). There will be a time when some or possibly all of these groups need to be engaged during the course of a project. Ricardo Energy & Environment has experience of stakeholder engagement and consultation strategy design and delivery across a wide range of issues from large infrastructure projects to sectoral or even global future scenario planning. Our experience includes planning stakeholder engagement programmes, member briefings, staff and stakeholder workshops and public meeting facilitation.

Ricardo Energy & Environment has a dedicated events management team that can organise everything from briefings or public meetings to international conferences and industry awards evenings. Our team can arrange everything from sourcing venues and organising invitations to delegate processing and on-the-day management of every aspect to ensure your event proceeds smoothly.

Public engagement through dialogue

Ricardo Energy & Environment’s team specialises in helping public and private sector organisations improve their decision making by including the voices of the public in those decisions.

Policy and decision makers routinely engage with experts but history shows that policies have emerged which have been difficult or impossible to implement simply because they fail to take account of broader public concerns. The UK invests substantial sums into scientific research and development, and in order to create the wealth and improve the quality of life offered by scientific discovery and technological development, it is crucial that funders, scientists and the public are brought together in constructive dialogue to explore emerging issues and wider possibilities. Public dialogue is increasingly recognised as essential in filling an evidence gap for policy-makers. More recent history is showing the value of policy and decisions informed by credible public dialogue.

A recent report produced by Ricardo Energy & Environment for the Sciencewise programme highlighted not only the value of gathering evidence of the views and values of the public, but also highlighted the potential costs that can arise as a result of poor or insufficient dialogue.

The potential benefits are significant:

• The policy or decision is more socially informed, making it more robust and credible with less chance of negative social impacts.

• The policy or decision is more publicly acceptable, because it is developed with an understanding of how and why the public is likely to react, where they will draw the line, where are the issues of conflict and consensus, and what the public suggest will and will not work in practice.

• The decision, approach, or policy is more cost effective in the long term, because the likelihood of future unforeseen conflict is reduced and final decisions are easier to implement as they are based on the best possible knowledge from a range of sources

• It is not unreasonable that there is a growing expectation from the public that they have the right to have a say in decisions or policies that impact them.

Ricardo Energy & Environment’s team specialises in helping organisations undertake credible and informative dialogue with the public. Through the Sciencewise programme we are the UK’s national centre for public dialogue in policy making involving science and technology.

We recognise that public dialogue represents an upfront investment as part of a policy or decision making process. We are well placed to maximise the return on this investment by ensuring the credibility and quality of the dialogue processes. Our specialists can help from the start by helping you to decide if public dialogue is the right thing to do through to design, delivery and evaluation of the dialogue.

Evaluation

To measure the success of communications programmes you require a robust monitoring and evaluation programme that measures, not only what you did but its immediate outcomes and, most importantly of all, its long term impacts. The Ricardo Energy & Environment team has wide experience of developing monitoring regimes for all manner of campaign indicators from ‘soft’ issues like public awareness or attitudes to ‘hard’ issues like recycling tonnages, participation rates, energy or water consumption.
