An options appraisal rigorously tests each option considered for a new or improved service prior to selecting an option to take forwards as a reference project then onto procurement. Ricardo Energy & Environment uses bespoke modelling alongside accurate, detailed and clearly referenced waste flow and cost data and assumptions to ensure each option can meet the strategic requirements of the project.
Each option should be tested for sensitivity to variables such as waste growth prior to shortlisting by using a range of technical, environmental, financial and risk criteria. These criteria should reflect issues of importance to local stakeholders to encourage buy-in to any future procurement process.

Business Case Development
A robust Business Case is a valuable tool that demonstrates the affordability, deliverability and sustainability of the waste service(s) and infrastructure being procured. The Outline Business Case (OBC), developed prior to procurement commences, focuses on a reference project and demonstrates its ability to fulfil its part in contributing to an authority’s or organisation’s overall waste strategy. The OBC will also set the strategy for the procurement process, and identify and address project risks. The Final Business Case (FBC) is completed once a bidder has been selected to reflect the solution procured.
