Tim

Tim Curtis - Managing Director

As Managing Director, Tim has overall responsibility for Ricardo Energy & Environment’s seven Practice areas, providing technical, economic and environmental solutions to governments, international agencies, and private sector organisations. A key element of his role is to ensure a focus on continuous improvement in service offerings for our clients.

Over the last two years, Tim has led Ricardo Energy & Environment’s strategy on city focussed activity, bringing together skills from across the energy, waste, water, transport and air quality teams. Over that time, Ricardo Energy & Environment’s portfolio of city and urban activity has expanded rapidly to cover topics as diverse as climate risk, transport emissions modelling, city energy data platforms, urban waste strategies and major air quality improvement programmes.

Increasingly the focus of the team has moved towards more and more international activity, particularly in Europe, the Middle East, South Asia and South Africa, whilst topics covered have broadened from the traditional environment themes to include city governance, economic appraisal of city actions as well as considering issues around access to finance for improvement programmes.

Nidhi Mittal – Climate Change Adaptation / Governance

Nidhi Mittal is a Senior Consultant specialising in climate change adaptation and resilience in international development contexts. Nidhi has 10 years' experience leading on and delivering project engagements spanning public, private and civil society sectors.

As a global climate change adaptation adviser at Save the Children UK, Nidhi led programme design, implementation, capacity building and participatory training, monitoring and evaluation and evidence-based policy across Asia and Africa. She has proven experience in integrated approaches towards development programme and project evaluations, risk reduction and adaptation planning, resilience mainstreaming, and climate compatible development in urban contexts.

Nidhi specialised in urban development and climate change adaptation in cities during her Masters in the Development Planning Unit, University College London. She has also managed research and valuation projects in business and development consulting across a diverse range of organisations including KPMG and GHK.

Nidhi has actively supported and led urban-focused projects in key countries including; urban environmental governance in Bangladesh; water and sanitation for the urban poor in Bhopal, India; urban agriculture; food security and livelihoods in Accra and Ashaiman Ghana; Sustainable cities strategy in Singapore; urban green spaces in Greater London; participatory planning for urban sustainability in Kitale Kenya; research on green urbanisation and eco-cities in China and child-centred urban resilience in South Asia.

Nidhi’s other core areas of work have included urban food security livelihoods, agriculture, social protection, climate change adaptation, disaster risk reduction, humanitarian policy, urban resilience and gender-sensitive programming.

D Vaughan

David Vaughan - Smart Cities and Data Management

David has over 20 years’ experience of delivering major R&D, knowledge management, audit and accreditation and behaviour change programmes for international cities. David’s technical experience includes energy efficiency, resource efficiency, health and safety, structural integrity and heat transfer for sustainable city infrastructure.

His experience includes the provision of management consultancy to various cities and wider stakeholders, particularly on the strategic development of policy with regard to sustainability. David has also been directing various programmes delivering carbon reduction, health and safety and city support policies.

J Perks

Jonathan Perks - Energy

Jonathan Perks has over 20 year’s project and programme management experience on technical and change management projects where complex communication issues have been key to their successful delivery.

 He is Project Director and Project Manager for a number of international cities projects which are being carried out in countries with significantly different political and business cultures for example in the Republics of the Former Soviet Union, including Russia, Kazakhstan, Ukraine and Uzbekistan, Georgia, Belarus and Armenia as well as in Libya. Jonathan has experience of working on both large (multi-million pound) contracts for the European Commission and the UK government, as well as smaller contracts providing energy efficiency advice for businesses.

Jonathan has a good understanding of the energy requirements of cities and in particular he has a broad technical knowledge of energy and climate change issues.

M Kahlon

Manjit Kahlon - Waste Management

Manjit has advised a wide range of city stakeholders on resource efficiency, waste management issues, environmental and project due diligence and risk. He has undertaken city focused consultancy throughout the UK, Europe, the Middle East, Central & South East Asia.

Manjit is currently the project manager of ArRiyadh Development Authority’s (ADA) project to develop a Comprehensive Waste Management Strategy for the capital city of the Kingdom of Saudi Arabia.

His experience and expertise includes procurement support, developing policies, institutional capacity building, detailed technical evaluations, impact assessments, development of mitigation strategies, evaluating and supporting local projects, the setting up of city agencies or bodies to manage technical issues, the development of medium and long-term risk mitigation plans, gap analysis and information dissemination, behavioural change and evaluation of sub project tasks for funding through to monitoring the progress of implementation plans.

Manjit has worked on contracts globally including: UK, Ireland, France, Germany, Sweden, Ukraine, Russia, Kazakhstan, Dubai, Kingdom of Saudi Arabia and the Philippines.

P Maryan

Paul Maryan - Energy 

Paul has over 20 years experience in the low carbon energy sector and has undertaken carbon management projects for cities around the world and has recently been working with the construction industry within cities to increase sustainability in the built environment and infrastructure.

Paul has also been involved with developing policies and strategies for cities’ commercial infrastructure to help develop sustainable economic city growth, this has included the identification of options to review energy supply, improved sustainability of supply chains and local tax initiatives to support environmentally friendly corporate governance and operations.

P Willis

Paul Willis - Air Quality

Paul has extensive experience in atmospheric chemistry and throughout his career, he has developed extensive knowledge of air quality policy with a focus on the practical aspects of delivering high-quality pollution measurements, data analysis, interpretation, pollution forecasting and data dissemination for cities. Paul has a clear understanding of the policy and legislative drivers that underpin the provision of timely, appropriate – yet accessible – air quality information for city Governments.

Paul oversees a wide range of projects including the quality control of national, regional and city air pollution measurement networks, national and city-scale data analysis and information dissemination contracts, provision of a technical support helpdesk and training. Paul’s depth of experience is recognised through his membership of the Air Quality Expert Group (AQEG), a world renowned group of experts that provides independent scientific advice on air quality. Paul has also been involved in the development of a real-time energy and heat platform for the Technology Strategy Board, which is being used by cities around the world.

R Sibille

Raphael Sibille - Climate Resilience & Adaptation

Raphael Sibille is a Senior Consultant in Ricardo Energy & Environment’s Energy and Climate Change team. He is an expert advisor with 6 years' experience working with UK, EU and international clients. He has specialist capability in urban climate change adaptation, capacity building and monitoring and evaluation. He holds an MSc in Sustainable Energy Systems from the University of Edinburgh.

Raphael was lead coach for a UK Foreign and Commonwealth Office funded climate change adaptation capacity building pilot project in Bursa, Turkey. He was also a member of Ricardo Energy & Environment’s project team delivering the ‘EU Cities Adapt’ project on behalf of the European Commission’s Directorate-General for Climate Action.

Richard Smithers – Ecosystems Services & Biodiversity

Richard has worked in the environmental sector for more than 30 years. He is an international expert on landscape ecology and ecosystem-based adaptation, particularly in assessing impacts and dependencies on biodiversity and ecosystem services and associated opportunities and risks. He has considerable and wide-ranging experience of: strategic planning; evidence and policy development; programme, policy and technical monitoring and evaluation; practical forest and land management; community involvement and citizen science. Richard has led and contributed to high-level policy-relevant projects across the UK, Europe and internationally. Among those at the forefront of landscape-scale thinking in the UK for more than 15 years, Richard is a past president (2009-2014) of the International Association for Landscape Ecology (UK).

Richard’s urban experience spans research, policy and practice. For example, he hosted an international conference on Urban landscape ecology in 2014 and gave the closing address on How might landscape ecology help inform development of sustainable cities, directed development of a model that compares tree species’ abilities to cool the urban environment for Forest Research, provided expert input to the UK National Ecosystem Assessment in relation to urban areas, and coordinated assessment of hundreds of urban fringe sites, negotiated their acquisition by the Woodland Trust and subsequently advised on their management.

R Bailey

Rose Bailey - City Inventories

Rose is a Senior Consultant in Emissions Inventories and Projections specialising in city-level emissions and management, and has worked on emissions inventories, climate change and greenhouse gas (GHG) management for 7 years. Her skills range from the compilation of emission inventories, capacity building for enhanced management and reporting, mitigation policy, and public engagement. Rose’s current work includes contributing to the UK's National Atmospheric Emissions Inventory (NAEI) compilation and reporting on GHGs and air pollutants, and emission inventories for the UK’s Devolved Administrations. Rose also undertakes considerable international work on the subject of emission inventories, providing capacity building and support for GHG inventories and MRV systems at national level in many countries. She also works with global cities to develop and improve inventories of their greenhouse gases to enable better participation in international city initiatives.

Rose’s PhD focussed on greenhouse gas management in cities and she has published and presented globally on the subject. Rose also has an MA in Human Sciences from the University of Oxford and an MSc in Environment and International Development from the University of East Anglia.

S Hanchett

Scott Hanchett - Smart Cities

Scott is an experienced project management professional, who has successfully designed, managed and delivered function rich web application solutions for cities and Government clients.

Scott has delivered high profile web applications for cities projects including a flagship project for the delivery of an advanced data management solution to underpin the policy making for air quality management in the city of Riyadh. Scott has also deliver projects for the Environment Agency in relation to the Emissions Trading Scheme for Aviation and for the Office for Low Emission Vehicles in relation to the Plug-in Car Grant Scheme. Scott’s programmes have had wide media coverage increasing the criticality of a robust, reliable and secure solution.

S Kollamthodi

Sujith Kollamthodi - Sustainable Transport

Sujith Kollamthodi provides technical leadership for all of Ricardo Energy & Environment’s work on city related transport issues. He has over 15 years’ experience working on cities sustainable transport infrastructure development, covering all modes of transport, with experience in leading research and consultancy projects for city governments and the private sector. He has particular expertise in transport-related environmental policies, including both behavioural and technological measures, as well as in city transport modelling, economic analysis and stakeholder engagement. Sujith has create a unique sustainable transport analysis tool called ‘SULTAN’ (SUstainabLe TrANsport), which has been used globally to develop transport policy for cities, including for Toyama city in Japan.

More recently, Sujith directed a major, high-profile study for the European Commission that focused on developing a long-term policy framework for reducing GHG emissions from the transport sector between now and 2050.

Sina Wartmann list templ

Sina Wartmann – Monitoring, Reporting & Verification

Sina is an international expert in the field of emissions MRV, particularly concerning emission trading systems and mitigation actions. She had led various consultancy projects on MRV in the implementation of the EU ETS as well as other emission trading systems worldwide. Sina was part of a team that developed the EU Monitoring and Reporting Guidelines (MRG) and carried out the follow up projects on implementation, evaluation and review of the guidelines, leading to a new MRG version adopted by the EU Commission in 2007.

She has been performing reviews of national inventories and national communications under the UNFCCC since 2007, including GHG inventory reviews for the US, Switzerland, Estonia, Italy, Austria, the Netherlands, Belgium, Australia, Canada, National Communication reviews for Austria and Spain and review of the Biennial Report for Spain.
